Fidel Castro is speaking at the Plenary of the WSIS. Cuba has a large exhibit at the ICT-4D, Cuba-ICT For All. Cuba has formed the Universitz of Computer Sciences which is now attended by 4,000 students which thez hope will play an important role in the development of the Cuban Software industry. However, their e-commerce efforts are hampered by the inability to obtain digital certificates because of US export embargoes.
